Itchy face and ears.

Breed: Manchester terrior
Age: 6-12 months
Abbey has been itching her neck face ears area ive stopped with dog treats changed her diet to organic give here bottled water use itching spray from store... bought itching (cortisone) conditioner from vet give her fish oil capsules and use medicated cream and also clean ears with mite drops but nothing has helped is there something im missing?!?! any other suggestion??thanks jimi & Abbey ...
